Simon Phillip Cowell is a British television personality, entrepreneur, producer, and record executive. He is Mystery Inc.'s first investor in Scoob!.

What Makes Him a Scrappy?[]
- His photorealistic design is considered incredibly ugly and falls hard in the uncanny valley, and it also clashes hard with the more cartoony and stylized design from the rest of the characters.
- He is seen as a forced celebrity cameo that doesn't add much to the movie and a very outdated American Idol reference at that considering that by the time Scoob! was released, American Idol wasn't that big of that thing anymore, nor was particularly popular with the Scooby-Doo demographic.
- He mostly only exists to create forced tension between Shaggy, Scooby, and the rest of the gang, which doesn't really work, since the gang doesn't really care about his advice, but Shaggy and Scooby get immediately angry for the suggestion they weren't interesting enough for, and kickstarts the plot.
- Some old fans also pointed out that the Mystery Incorporated wouldn't need an investor in the first place, considering Daphne's rich, and money has never been a problem before or after this movie.
- Some reviewers, particularly those who dislike the movie, tend to point out the scene where he appears as the point where the movie started going downhill, since he's the very first character introduced after the well-received prologue, showing how the gang met, and in contrast, his appearance was very poorly received.
- Another reason fans disliked the cameo is that there was no reason for this character to be Simon Cowell, as Scooby-Doo has a large history of adding guest celebrities but always had a reason to be there justified in the setting. The setting of Scoob! doesn't connect to American Idol in any way, and the investor could have been a new character or a fully different celebrity and the movie wouldn't change one bit.
- The reveal that he's one of Dick Dastardly's disguises is also seen as an unnecessary twist that doesn't add anything to the plot and was poorly foreshadowed.
