Roy G. Bivolo, also known as Rainbow Raider, is a minor antagonist in The Flash and a major antagonist in the crossover event "Flash vs. Arrow".

What Makes Him a Scrappy?

• He is one of the blandest villains in crossover events or in the Flash show overall.
• His powers get too little exploration beyond inducing danger, which wasted the character.
• His only real role in the crossover was to induce rage in Barry so Oliver Queen would have to fight him.
• Unlike Captain Boomerang, who was a genuine threat in the Arrow episode of the crossover, Bivolo is unceremoniously defeated offscreen by Oliver and Barry.
• In his return as a member of Red Death's rogues, he is still every bit as flat as a character and does nothing that another villain couldn't have done.
