Kyle and Phoebe are two of the secondary antagonists (alongside Cuda) of Netflix/Nickelodeon's infamous feature film, Saving Bikini Bottom: The Sandy Cheeks Movie, the fourth movie of the Spongebob Squarepants franchise.

They are so-called “scientists”, who work at the marine biology lab called the Bureau Of Official Texas Science, and work with Sue Nahmee to help her on her plan to clone all of the citizens of Bikini Bottom and sell them as pets.

Kyle was portrayed by Matty Cardarople while Phoebe was portrayed by Ilia Isorelýs Paulino.

What makes them Scrappies?[]

They are seen as so unbelievably incompetent that some even consider them to be the most stupid and useless henchmen media has ever seen.
- Kyle managed to only think about food, doesn’t even know the plan of Sue Nahmee or why he agreed to help her at all. He even asked Phoebe seriously that he didn’t knew he would be paid for his work. He’s acting basically braindead. He managed to be evenly or even more stupid in a single movie than Patrick even in his dumbest moments.
- Phoebe also is completely incompetent while not necessarily so stupid like Kyle she’s much clumsier and also not able to help Sue Nahmee with her plans.
While their incompetence is intended for laughs, it isn’t considered to be funny at all.
- It could be understood as offensive against young people and as a terrible representation of Generation Z.
- Far worse is that this is completely out of place. Normally, they are some kinds of scientists who work together with Sandy Cheeks. She even contacts them first, after she realized that her company just kidnapped all of Bikini Bottom, so it’s implied they've worked together for some time.
  - It’s impossible to imagine them as colleagues of Sandy with technology and science.
Their appearance is ridiculous. Working in Texas with cowboy clothing is cliché enough but they are scientists, so it doesn’t fit at all.
They are seemingly sleeping in some kind of filing cabinet for no reason. There isn’t any explanation about this or about their backstory in general.
While Kyle helped Sue Nahmee, it is only because she gave them a vending machine from their own paychecks, which is considered to be extremely flat, blunt and braindead, Phoebe's reasons are completely unknown and she’s even giving Kyle the complete fault for helping Sue Nahmee, ignoring the fact that she has her own mind. This makes her look like a hypocrite.
Both actors cannot act. This is terrible acting: Flat, without emotion or completely over-the-top. Not only are the jokes considered unfunny, but they aren’t able to present them to the audience even if they would be funny.
Their redemption came completely out of nowhere as they suddenly realized that Sue Nahmee is evil. This scene was infamous for the bad acting and terrible writing. This was considered the cringiest scene of the whole movie.
- To make it even worse, Sandy apparently knew beforehand that they would help her out of the cage, because without their help, her whole plan wouldn’t work. It’s considered to be a very lazy way for Sandy to flee from her imprisonment.
In the final moments of the movie, to make their reception even worse, they’re also with the same terrible CGI under water and apparently shrunken.
Even although they’re only the secondary antagonists, they manage to stand out against their boss Sue Nahmee, who is also a Scrappy, due to their cluelessness, their terrible acting, logic problems and simply being extremely pointless and incompetent. Some people even find them worse than Sue Nahmee.
