What failed with the character?

Is meant to be cute and funny but comes off as annoying and sometimes downright psychopathic by doing things like nearly letting his family starve to death in the cold, but never gets the punishment he deserves.

Man "Manny" Heffley is a major character in the Diary of a Wimpy Kid book series.

He is the three-year-old younger brother of Rodrick and Greg Heffley who often uses his young age to get away with his jerkish ways.

What Makes Him a Scrappy?[]

Unlike most of the family members, he has very few shared moments with Greg, who is the protagonist of the series. The individual moments are also hurtful, for example when Greg was playing with him and he accidentally swallowed a piece of yarn and blamed Greg.
Probably his most infamous action, in Cabin Fever, he shut off the power throughout the entire Heffley house besides his room all because they never taught him to tie his shoes, which could have led to their deaths. This action is widely considered to be the main reason for fans' extreme hatred of him as he never gets punished for this whatsoever.
Fans also cite on how unlike other characters like Frank or Rodrick, he has little to no character development, being relatively flat in comparison.
While he is purposefully written to have many detestable and dislikable qualities, especially his jerkish moments which he justifies by using his age as an excuse, the narrative doesn't intend for him to be hateable (even giving him a heroic moment in The Deep End), with most of his actions being meant to be comical, but ultimately failing.

To establish how unpopular Manny is as a character, there is an entire subreddit dedicated to disliking Manny called r/F*ckManny with over 50k members.
While Manny does seem to have a few fans, these fans more often than not seem to only like him ironically due to using him solely for memes, ones which occasionally portray him as a sociopath (which honestly might not be too far from the truth), so he still qualifies as a Scrappy.
His character in the movies is not considered a Scrappy since many of the criticism towards the character aren't present there and he has overall a smaller role than the books.
