General Herschel Shepherd is the secondary antagonist of the 2022 video game Call of Duty: Modern Warfare II and a major character in its 2023 sequel Call of Duty: Modern Warfare III.

He is a U.S. Army general who assisted Captain John Price in creating Task Force 141 to deal with terrorist threats. However, he later becomes their enemy after they learned he covered up knowing how Hassan Zyani got three ballistic missiles. He betrayed Task Force 141 when they are closing uncovering the truth that he and Phillip Graves hid.

He was voiced by Glenn Morshower.

What Makes Him a Scrappy?[]

  • He is a massive downgrade from his original counterpart for several reasons:
    • The original Shepherd was a ruthless and strong fighter, while this Shepherd is a weak old coward who has Graves and his men do the dirty job for him instead.
    • OG Shepherd was also a big threat to the protagonists by starting World War III, killing Roach and Ghost who were major characters in the most unexpected way, and severely wounding Price and Soap during their confrontation. The reboot Shepherd failed at everything he tried.
    • The original version also had interesting motives of wanting revenge against Makarov for killing thousands of soldiers in a nuke, while the reboot Shepherd does what he does simply out of patriotism.
    • While OG Shepherd was very involved in many things, such as motivating soldiers of the US army, fighting enemies on the front line, the presentation of many events and the implementation of his goals makes OG Shepherd a living and believably written character. During Reboot Shepherd, all he does is give orders to his men and talk on the monitor, and he is lazier than OG Shepherd because his men do his job for him even though he is a general, making him a forced character who doesn't contribute to the plot.
  • Due to how weak he is, he is easily overshadowed by Graves, who is a much better villain and serves a bigger threat to the heroes.
  • Even though Shepherd looks like an older and experienced general with a high position, you get the impression that he is incompetent, for example when Makarov asks what time it is, he makes a stuck comment, unlike what he was sitting around when he was saved from the hands of the Konni in the Frozen Tundra mission during the MW 3 campaign 2023. Even in the MW 2 2022 Campaign, Shepherd is still incompetent because he ordered the Shadow Company and Task force 141 to capture Hassan Zyani, when then after capturing Hassan, Shepherd believed everything Laswell said that killing Hassan was a war crime and then ordered him released because there was no evidence to participate in terrorist attacks, even though he committed these acts.
    • All these stupidities that Shepherd did make the plot of the rebooted Modern Warfare not only stupid, but also at times illogical when compared to the original Modern Warfare.
  • He completely gets bested by Task Force 141 in Frozen Tundra, to the point that they even start humiliating and insulting him.
  • When Task Force 141 blows up the helicopter where Makarov is supposed to be in, instead of confirming the kill he just says that there's no need to check and that he's certain that Makarov is dead, which ended up with Makarov escaping once again and killing Soap.
  • When Price confronts and prepares to kill him, he just claims that his job is about making sacrifices for the greater good, while everything he did served nothing.
  • He is overall a complete disgrace to the original Shepherd who was one of the best Call of Duty villains, and even one of the best video game villains of all time.
