Charlene, also known as El Chupacabra, is one of the two main antagonists of the Scooby-Doo franchise's 12th feature film Scooby-Doo! and the Monster of Mexico (the other being Mr. Smiley).

Charlene was voiced by Candi Milo and El Chupacabra’s vocal effects were provided by Frank Welker and the late Ted Cassidy.

What Makes Him A Scrappy?[]

He's commonly seen as unpopular among Scooby-Doo fans, particularly Latin American ones for not taking anything from the original myth from El Chupacabras and seen as a proof of how much the movie got wrong from Mexican culture.
The original folklore commonly interpreted the creature as a reptilian or dog-like being who is popular for sucking blood like a vampire from domestic animals, mainly goats and even humans (which is why his name means "goat sucker" in Spanish). The movie instead decided to treat it as a sort of gigantic Bigfoot-like gorilla that simply serves as the monster of the week for Mystery Inc.
He would have probably gained some fans if he was still a creative monster in his own but the fact he's mostly just a generic Bigfoot rip-off makes him rather lame, which is probably the writers simply taking the whole "Chupacabras is the Mexican Bigfoot" literally.
His roars are hard to take seriously if you are familiar with how the roars of Godzilla in Hanna-Barbera's The Godzilla Power Hour were.
Mr. Smiley, one of the two culprits also made some rather moronic choices in his hoax, particularly trying to impersonate a dead man who only spoke Spanish and writing warnings in Spanish when he can't speak properly, which is what ends up getting him caught.
